Finally, some people say, the Hong Kong Government is giving culture some serious thought, after a century and a half of indifference under British rule. A special commission was formed four years ago and its first report contained the recommendation that the reclaimed land at West Kowloon should be the site of a huge complex for culture and the arts. However, while many are rejoicing at the prospect, some are none too impressed. In fact, a photojournalist is calling the proposed Culture District a nirvana.
